The Salt Stair
A flight of salt-crusted steps cut into the ebb-shore of the south-western coast, where the Emerald Covenant was sworn.
PlaceAlso known as the Stair
The steps run down into the sea and are covered at every flood: the Covenant was sworn at the lowest ebb of the year, when the bottom flight is dry. The Shell-Wardens keep the Stair, and the tide-tables the Keepers of the Count draw up from it are the oldest writing of the Reckoning. It lies in the Abar Empire, whose emperor calls himself its Guardian.
