The empire that holds the Salt Stair. Its emperor calls himself the Stair's Guardian, but only a quarter of his people follow Turaragism; the rest keep older Gatharbi faiths. It is the Covenant's mother-church by geography, not by faith, and is a rival of Gazi, Khuld, Bagalia and Kiraz and an enemy of Zamunz.
