A theocracy of one walled river city, Nishjiss, enclosed by the Srat Empire and its vassal since the Slalt War.

The whole Thearchy is one city and the ground round it, a patch of river country inside the Srat Empire. It was founded in 1 TH by the Eastern Mission of the Emerald Covenant, took the Commandments of Ma'kitesh as its creed in the Double Covenant, and since the Slalt War has been the empire's vassal. Ninety-four in every hundred of its people follow the Commandments. It has one standing regiment, raised in 654 TH, and one great school of days: the Keepers of the Count.
